Raleigh resident has his DWI charges increased

Additional charges of second-degree murder were added at the end of May to a Raleigh man’s charge of felony death by motor vehicle (two counts) for causing the death of an elderly couple in a car accident.

Thirty-four-year-old Ray Norman Rouse IV was headed west in Wade Avenue’s eastside lane on March 17 when he hit a car driven by Ormond Jackson Bailey. Eighty-three-year-old Bailey and his wife, Gaynell Batton, were taken to the WakeMed Hospital after the crash, where they both died of their injuries. Rouse was drunk when he caused the accident.

Wake County Assistant District Attorney Jason Waller said Rouse’s April indictment of two counts of felony death by motor vehicle was upgraded upon a more thorough investigation.
